Enchanter Underhill Companion Bugged Damage in PvP

So there appears to be a massive damage dropoff in pvp where a Enchanters Companion cannot reach anywhere near its cap even with a 50% heat debuff.

In the submitted image you will see examples of the casted damage with variance against a level 1 training dummy when the target is not debuffed and a consistent cap of 300 with debuff.

I also showed the pet vs a player with 36%/26%/0% Heat resist with and without the debuff where the pet in no situation can even remotely nuke near its cap.

I had the pet buffless for all tests since the buffs don't boost casted damage.

My main questions during these tests that made me think it could be a bug is

Why is there spell variance vs a level 1 mob without the debuff
Where does half of my spells cap go even vs a target with 0% resists plus an additional debuff.
Other servers that I have participated on have allowed a much higher damage potential from the pet vs level 50 targets even with the pet being the same level 44 we have here.
