Overtuned Mob? lv8 Torrent (Avalon Isle)

Player: Level 7 Paladin with 101 AF self bugged and 174 hp
Mob melee'd ~10-15 damage

Description: Torrent conned orange to my level 7 paladin in recruits gear (lv9) and I figured oooh a rare/named I should be able to take it on as a pally. I was wrong. This mob chain-stuns with no immunity and I mean back-to-back stuns 3 second each I got it down to ~20% before I died as I tried to weave in a heal chant between the stuns but there were times I was stunned for 9 seconds due to the proc going off... not only that... it Instant Heals himself! I didn't catch the exact % but it was ~ 10% at the minimum and the heal went off about 3-4 times over the duration of the fight. I think this may be a bit overtuned for a level 8 mob.

Stun was set to 2sec recast, updated to intended 20sec.
