Can SC'ers put + to stat cap on items?

Using Zenkcraft I do not see an option to add + to stat caps. Is this something SC'ers can do and it's just not in Zenkcraft or is that not something that can be added to items?

There are Sets that a crafter can make that has + to cap or stat as a 5th slot.
