Champion Debuffs Times 4 or Base Amount?

Hello! I was wanting to ask, does anyone know if Champion Debuffs will debuff 4x or times 4 the amount of what is listed on a Buffed Target for that specific debuff or is it just what the Charplan has listed? (For Example, if a buffed Target had 300 Dex, and the Debuff of Dex and Qui was 70, would the Dex now be 20, or would it be 230?)

I thought I remembered hearing stat debuffs will be 4 Times as effective on buffed targets, but wasn't sure if that was the case. Thank you so much!

I remember the Champions debuffs on Phoenix being absolutely huge against my buffed Friar... and it meant that basically Champs were unbeatable melee 1v1. The debuffs were eventually lowered and Champions were still amazing 1v1ers.

I would guess if Champions debuffs are as overpowered as the above example, then they would need be lowered pertty quickly (in line with previous precedence on Phoenix); As no one is having fun when everyone just runs away from Champs in solo RvR.
