Marak's Ring of Health

The HoT charge doesn't seem to actually do anything. It's a 52 delve but when you use it the buff icon shows on the buff bars but no heal seems to actually be applied and there's no heal spam in the combat log. Was testing on paladin. Heal chant was not active and not wearing a health mythirian nor did I have a regen buff on.
