I can answer some: if memory serves, Pete Waterman was the original Zerk teamlead.
His original research, exposed on that site, had me test plenty of stuff over the years as I delved into all manners of theorycrafting.

I don't know if Eden follows the original mechanics, but considering they take in a lot of spec changes from the early 2010s, probably not.
At some point, Mythic changed the numbers you see on that page, somewhere between 2005 and 2010, which I can't quite pinpoint (not in any patch note, but I didn't forget): the Shadowblade Teamlead had been whining a lot about LA mechanics being inferior to CD/DW, due to threshold effects, and eventually Mythic changed to formula to have less of a penalty on the right hand, more on the left hand, and less overall on average, plus also increase the PA/BS2 bonus on 2-handers (14pts cap damage increase vs 9 per spec point).

The SB TL's assertion was always mathematically wrong (a lot of the TLs didn't understand their class, let alone the game), unless one had a very low LA spec compared to their level, but he still got his way as US Assassin players on the forums just wanted pure mirror classes.

My assumption was that DF was kept at a low-ish GR because the zerk had been buffed a LOT vs its counterparts after the original 1.62 nerf: at some point they provided a side stun which was originally a CD-exclusive, then they put a DD proc on Aurora Borealis, and the style revisions eventually provided a back snare which also used to be CD exclusivity. The counterpart to the DD proc was the high-ish bleeding effect on Dual Shadows and Tempest. :lol:
