Debuff Effectiveness on Shield Realm Scholar

The realm scholar in TNN is not applying Debuff Effectiveness to a shield when rerolled. I have tried rerolling the same shield probably 40 times now and it has not had the debuff effectiveness stat applied any. You can see from the screenshots it is applying other TOA bonuses like spell duration and stat buff %. I have been able to reroll debuff effectiveness on other items such as necklaces and belts so I wasn't sure if shields are just unable to have that stat. Either way I am reporting it here.

Nice catch!
After next patch debuff effectiveness should be able to appear on shields.
This goes for both ROG drops and Item Fixer rerolls.
