Siege tower still building while crafter dead

Got this wonderful experience where a solo dead man kept building siege tower at ailinne while being dead, not releasing on that purpose.

At bledmeer this afternoon hibs the following happened (steps to duplicate).

1) Hibs put a siege tower up on SE corner of keep
2) Tower fully built and they enter and attack inner.
3) We push them out of the keep and begin repairs.
4) We repaired wall to 100% - but the wall started going down again
5) Outside there is a dead Celt under the siege tower that is under construction and has not released. The tower continues to build indefinitely until he released.

I don't believe the tower should build with only a dead person constructing it.
