Is the combat drop timer correct?

First off, I have no evidence to prove otherwise, just 20 years of playing Stealthers in this game.

To me, the combat drop timer feels too long, I notice this more on Stealthers as I am unable to stealth after combat, but it would be affecting everyone.

It's also apparent when levelling, you get out of combat and the out of combat mode takes longer to kick in than normal.

Anyone else noticed this? What is the timer supposed to be? What is it here?
