Thane Can Doom Hammer While Disarmed by Whirling Staff

Hi,

I have used Whirling Staff on a thane, which should disarm them for 6 seconds. Right after, I noticed they were able to use Doom Hammer. If disarmed, it seems the thane should not be able to throw their weapon.
