Cthonian Crawlers are level 53-57 and populate near the bottom of Darkness Falls. My group encountered one spawn very high up near the level 20-30ish mobs, Before the Dreamhanes on Alb side.
I have memories of farming these guys for Diamond Seals, but nobody in the group remembered encountering one so far up.
