Block/parry stike through %

On live a shield user took a % penalty from dual wield to strike through there block rate %. Since shield block rates are capped at 60% will there be strike through for DW user? If yes how much? If there is I think block rate cap should be increased to compensate for the % to stike through there block rate. As a tank I have to spec into block and RA to get my block rate as high as I can. The DW user basically get a free % amount RA to bypass my defense just for holding a second weapon in there hand. They shoud have to do the same. Making it an RA ability or the have to spec high in there DW line to get the highest base % to stike through my block rate.

dont spec block then... thats the whole point of them nerfing blocks because people like you make these meme builds where no one can hit you and make the fights last 10 mins for nothing so you end up dying anyway when a third party comes along. its stupid stop doing it.
