Upsilon Necromancer Staff

The charge abilities of the Upsilon Necromancer Staff (reward from the dragon hub quests) do not work, both the offensive one (spell piercing, made tests on dummies and on players) and the difensive one (hp and af bonus, no changes on info pet window snapshot).

I would also like to report that the charge ability of Basalt Buckler of Oblivion (Tempest) is not usable in necromancer shade form (it should be as it is usable by all other classes).

Spell pierce doesn't exceed 10% item cap
Basalt Buckler of Oblivion Tempest charge is offensive and cannot be used by shade.
Did you test actual damage before/after af+hp charge?
