Possible no range for Summoner's Torpor debuff and Items Build Recorder issue with Chants

While chasing someone to stop speed, I was able to use item Summoner's Torpor (haste debuff) at a far range.
I'm not sure if the range is supposed to be large, but I never got a notification that it was too far away and it was farther than 2300 units.

Also while working with a friend on their Paladin with this topic, using /items build broke their chants. They were able to manually put the spells on their bar for it to work but any chants in /recorder did not work.
After doing /items cancel it fixed the issue with their recorder and it is now working successfully.

I put the range property on Summoner's Torpor spell, can you verify that it works as expected now?
