Soldiers Parry Doesn't seem to be working Properly

In short:
- What is the bug: Soldiers parry should be 11% parry chance is my understanding, using a 2H sword and fighting dummies outside Jord when I parry it's 8.52& (Never managed to parry once with 1h despite several goes. Maybe just unlucky). Was actually testing to see if wearing the Strength Mythirian would improve my parry chance while active, was surprised to see it so low.

- How can we reproduce the bug: Run in on a hunter and re create.
- What should be the correct behavior: I would think parry chance reported should be 11%

For what its worth evade seems to be similar, /bonuses reports 23% combat log 17.82 when I manage to evade. Tried on all dummies.

The value under /bonuses is your base value. It is always lower in reality since every attacker has >0 defesne penetration.
