Archers unable to spec

Seems to be happening as of today, when you try to increase your spec slider it says "Requires level 51 minimum" and greys out Train. This seems to be happening on all 3 realms.

If you respec, you're essentially stuck at 1 Archery.

Also having this issue. Tried restarting, respecing, and relogging.

Same issue on a new ranger. Fire shot is still listed as a 7 sec cast speed instead of 5. Ranger also has benthic shot, instead of Entropic.
