Thickened Cloth Pants not adding stats to player

I hit level 8 for Bonuslevel and item have no level requirement and item itself is level 8. If i equip item 5 con and 2 con cap is added no other stats. While item itself have 7 con 2 con cap 1% powerpool 12 hitpoints 1 magic damage. The combat chat shows: Con hits and Power is increased. And rather then adding stats as item bonus stats its added to total base stats. So if i have 58 base con and put legs on i get 63 base con.
