Unfortunately it looks like its still having an issue. I crafted a new piece of armor and a new alchemy charge and it looks the same as the last one I crafted, still behaving like a proc instead of a charge.

The realm scholar in TNN is not applying Debuff Effectiveness to a shield when rerolled. I have tried rerolling the same shield probably 40 times now and it has not had the debuff effectiveness stat applied any.
