Flute mezz duration is affected by instrument quality.
Higher quality, longer mess.
I don't know the right multiplier, but it's normal that flute mezz takes way more than 29secs.

Actually I'm facing the same issue; when log another toon after played with dual spec enabled toon, log and chat windows are wrongly set and totally different from before.

MoC RA allows you to not be rupted against enemies of your level and lower.
Enemies with higher level than your can still have a chance to rupt you.
This chance is higher based on enemy level, higher level results in higher chance to be rupted.
This is how MoC works in live too.
