Evade/defense penetration

Unsure of how defense penetration is working, I was under the belief that there wasn't any...
Playing hunter with base 24% evade, another 35% from trackers alacrity should be ~59% before other factors.

Evade vs merc after TA buff, 30.52%
Is dual wield cutting evade% or bug?
