Drakoran sawbones not casting

In the process of testing out various charmed pets (via minstrel charm)
I noticed that charmed Drakoran Sawbones from outside AC are not casting buffs or heals. On either themselves or the player.
(myself down to 20% hp, or it when it was at 20%, never healed, never buffed)

In terms of sources that confirm that they should, other than memory that they were just improved leaches (which did heal fine)
