On Eden there is a 12% hidden bonus on charges.
On normal charges like dex/qui they cap at 93 anyway with buff bonuses.
AF charges however does not have a hard cap, so you get both the 12% hidden bonus and the 25% toa buff bonus.
That way you get 105 AF from an AF charge. That's higher than a delve 67 spec AF cleric buff.
It should only be 75 * 1.25 = 93 AF from an AF charge.

The 12% bonus on charges is an Eden thing. On live you get the abs% of your armor factored in the calculation of the paper doll AF (I made a report about this earlier.).
So I stripped down a live toon gave him 20% buff bonus, used a 75 delve AF charge, and got 90 AF. That's delve * 1.20.
On Eden you would get 75 *1.12 * 1.20 = ~100
