It seems the patch that fixed this was reverted Patch #51 - 2023-02-27 Fixed a bug causing Volley to incorrectly have damage fall-off

Further, the 70% damage resistance applied by Powershot or Critical Shot is being applied to volley damage as well.
Also, the 30% damage reduction applied by volley is giving resistance to Powershot and Critical shot
It was explained this part with volley affecting Powershot/Critical Shot (and vise versa) is unintended , by Bethel.
