I don't believe buffs show up on bonuses (your spell range didn't increase there either, but it verifiably increases range behind 10).
That said I'm not sure resist pierce exceeds 10, even with a buff. You'd have to test it against a live rvr target to figure it out, but I tried doing that last season and my conclusion was it can't go past 10.

Range goes up to 15% - you can verify this in game with a dummy target, /groundtarget <distance> and a spell (before/after you run the chant).
Piercing is capped at 10% regardless of source.
Don't trust /bonuses to verify everything

Why would "special item bonuses" include buffs?
