For the purpose of testing the /banner ability, we will need to pick a BG leader and stick with them, some one who will be on a lot and playing. Doesn't have to be the one actually calling the shots. They will need to be BG leader and successfully take 10 keeps. Then when we have 16+ people in a battlegroup, we can use the /banner command.

Level is capped to 24, and I don't think BG keeps count towards it.
