High miss rates on melee attacks

I'm sure everyone knows this already, but just putting a post about it in case no one has yet.

Seems like the miss rates are a lot higher than what I'm use to on a freeshard. I miss a lot in PvE. Maybe 25% of my swings are misses. Most of the time the misses occur on first swing. And this is on low purple mobs. At first I thought it was because I was playing a paladin since they have lower weapon skill. I asked an armsman friend of mine, and he claims he misses a lot too. I didn't specify PvE or PvP, but his response to me seemed like he was referencing PvP. I asked a random infiltrator about this too and his response was "especially on first swings"

"Weapon skill" has nothing to do with miss rate.
Please submit a new report with a reference test with at least a couple of thousand hits.
