Saw discussion on BD class channel about pet buff issues and ran some tests on my Spirtmaster and was able to see the same behaviour:
Sent pet to attack lvl 50 dummy unbuffed: swings hit for 173 (-60)
Buff with CL Str (+14% buff bonus), Sent pet to attack lvl 50 dummy -> swings hit for 190 (-66)
Buff further adding on CL Str/Con (+14% bb), Sent pet to attack lvl 50 dummy -> swings hit for 190 (-66)
Buffed or unbuffed vs lvl 1 dummy - > swings hit for 400
Tried going the other way: unbuffed (173) -> CL Str/Con first (still 173) -> add CL Str (190)
/info pet shows stats increasing for both str/con and str CL buffs.

Can you provide information that strength SHOULD raise pet melee damage?

I have not yet located the information in any patch notes, but in addition to the grab back article posted above, I found 2 additional grab bag articles that answer the same question with essentially the same answer from 2013 and 2021:

My testing above does show that melee damage is increasing from the base strength buff. It would seem odd to me if specific buff (base strength) and not the stat it was buffing is increasing the damage.
