Today when my blademaster was around level 16 I bought level 24 weapons from Quartermaster in Howth. When I used my new weapons in Killaloe I noticed the weapons was able to proc. I dont remember what level I was but it was around lvl 16-20 when I first saw the weapon proc. The Level Requriment for the proc in the descriptions says it is Level Requirement: 24
I did a quick test when I was level 22 and the weapon was able to proc even when the level requriement is level 24.
I then transfered my weapon to a level 1 to see if the weapon would proc but it said "You are not powerful enough to use this item's spell".
I am not sure if the level requirement description is wrong on some items or if the weapon is able to proc when it is not supposed to. I would guess the same issue is on all weapons from the Quartermaster.

Procs will fire on 5 player levels below proc level
