I posted this in #feedback, and Marcus said to do a bug report on it:
When I try to repair my Friar's leather vest or his staff, I get the message
"You cannot repair this item. Seek out a blacksmith."
I have 1177 LW and 1009 WW, and these are level 20-ish items. Players should be able to repair player gear as long as they have high enough skill in the appropriate secondary.
Please fix this (no pun intended) !!!

As I said, I was instructed by Marcus to file a bug report on this.
It has been 6 weeks, and still no reply.
Would really appreciate seeing this get some attention, i.e., fixed.
The ability to repair at least their own gear is a signature perk for crafters.
