Spell Range on Minstrel

[I blame your parents]

I was wandering about Spell range bonus % on minstrel, so i tested this, and i have some doubts about the result of it

i have right now a 4% spell range bonus, if i use my mezz song (Commanding Cadence - 1500 range) it will start playing at 1.560 but the effect will be applied only when i go actually at 1500 range

Is it working correctly or actually is there something that should work differently?
If that was all right i'm sorry for the time u gonna spend watching this.

I set my groundset at 1500 range and i stop moving as soon as it start casting
next to the /bonuses window u can see my pulse having the mezz queued but it lands only when i get closer to the target
in the end u can see the goundset position when i started the cast
