When I don't have my pet summoned and only have NPC buffs I can use the CL Base AF buff on any realm mate and myself. Like you would expect.
After you summon any pet (doesn't matter which pet). And use the same NPC buffs on the pet as I did myself, the CL Base AF buff will say I already have the effect even though the NPC buffer only passes out Spec AF. When I kill/resummon the pet without any buffs the CL Base AF buff will cast on the pet. Also, after the pet is summoned even though the CL Base AF buff is realm-mate castable, the pet will only be able to cast it on himself. If I don't have the pet up I can cast it on whoever I want.
So either something is bonked thinking I have Base AF on the pet, or the NPC buffer will automatically pass out Base AF to Necro pets because Spec AF doesn't effect Necro pets. But I have no way in confirming this since the pet window will only show 6 buffs.
