Lvl 39 consignment merchant Cain Conqueror's Harp not working

- Get low hp or low power and attempt to use the two steps above

I'm confused about what the LVL 39 consignment merchant's harps /use is supposed to be. I have tried to use it when I had low health and low power and nothing seems to happen. It just says "You attempt to use Cain Conqueror's Harp". FYI my character is level 39.
