Bolt pets wrongfully have cooldown

After the fix to the bolt damage of pets, they still have a fixed cooldown added by Shandril (as announced in the #staff feed channel in Discord) while adjusting their damage.

Correct behaviour: bolt pets should have no cooldown and be able to keep "spamming" bolts

Thought as per patch #42 (- NPC default damage table for bolts have been reduced from 22 to 19.) the issue was resolved. Will wait for the next fix then!

Prophet's bolt no longer has a recast time, closing.
