savage damage not adding up

At the moment i am using dragonclaw as an offhand and dragonclaw/dragonfang as a mainhand.

the only difference in the template when switching between dragonfang and dragonclaw in the mainhand is 1% style damage.

Mainhand damage on target dummy with no buffs (dragonclaw/dragonclaw) = 199 9% style dmg
(dragonfang/dragonclaw) = 195 10% style dmg
(dragonclaw/dragonfang) = 195 10% style dmg
All the items were just repaired at the smith.

The template has 15% melee damage and 9% style damage with dragonclaw*2 and 11% melee damage and 13% style damage with dragonclaw/fang.
maybe melee damage is not capped at 10%?
