Hopefully it is just a UI bug. The combat log seems to indicate that acuity (Int) is increasing.

I did a bunch of testing with necro pets today using a scout because there was 0 variance with 50 bow. If you put a base AF buff on the necro pet, it INCREASES the damage dealt with both quick shot and point blank shot. This is the inverse of what is expected. Minstrels can't even reliably hold a blue con pet.... with +15% duration... This is not ok.

I found the other camp at 17k 40k. It seems to be fine. Not sure if you even need to fix the camp from the first post, but worth looking into why the spawns stopped.
