REDUCE strafe speed by 75%

I was told it is a violation to use this in RvR to gain advantage it is being used all the time

Even though I had arrows in my quiver as a SCOUT. non were used even when selected. It would say, you will now use Barbed footed broadhead arrows, but non were deducted from the quiver at all. nore do I think it made a difference, I believe it still used the magic arrows selected because at the test...
