Why isn´t it possible to make on a Weapon more than one alchimist tincture?

In the past i could make a DD Proc and stable tincture on a weapon. Now i can make only one of this

Same today in Braemar. Giant don´t spawn.

At the moment hibs have the keep, but mid captain doesn´t appear to spawn the giant.

I can´t set the grafic effects to myself or group.
I only can set it completly off or complete on.

Problem on my PC or for everybody?
