As for the current patch hib reinforced never raised metal working because it used leaf and corals to craft the armor. played long time on the life servers and it always was like this. only very late patch version they changed this but i think it was with a 1.1xx not an 1.9x version

normally it means at a value of 100% your cast goes with the full listed cast speed of the spell. at 67% it would mean its 67% of the cast speed listed
