OP is correct. There some druid that likes to grief people around the arvakr deserters area. He has an annoying blue bear pet that has a ton of hitpoints. All the while the bear is hitting you, he's casting root and CL disease on you while you die. Minstrels just stick the pet on you and dance away ...
