If the friendly within range isn't of full health, it will AoE heal.

When cast, if it hits a friendly target, the combat log says that the friendly target is "fully healed."

The item database shows Otrygg's cloak for all realms. To my knowledge, it's only available to Mid.

Regarding: viewtopic.php?p=2638&hilit=conflicting#p2638 which says closed for Mid.
It is still not correct on bard. The Ring of Conflicting Forces is going to int instead of acuity/charisma. It gives me 24 int in item bonuses when it should go to charisma.
